You can pay household running costs in kind
Household services departments usually stop rendering their services to those who do not pay for them. However, ERB has found out that a debtor may be offered placement as a street cleaner in the department. It is a common practice, said an accountant from Minsk household services department #22:
“It is obligatory, we also offer placement but it is a common practice. Everyone does it. They become street cleaners”.
According to the accountant, debtors are offered placement as street cleaners. But they have to send them an application promising not to drink alcoholic beverages:
“They are jobless, that’s right. That’s why they do not pay. We offer them jobs. But they should write an application promising not to drink alcoholic beverages. Otherwise, we will immediately fire them. Then they work for several months until they pay their debt. If they are good workers we allow them to stay”.
There are 4 such debtors in department #22. Some of them continue working even after they had paid their debts:
“There are three or four such people here. There are those who used to be debtors. Now they are working for us”.
The debt is subtracted from their wage. It happens even when they are no longer considered defaulters. “Why not?”, - say employees of the household services department, - they do not have to bother:
“Parahіmovіch has been working for us for 5 or 6 years, she wrote an application and I subtract household running costs from her wage every month and she does not have to bother”.
In other cases household services department use their usual ways of making defaulters pay – they switch off electricity in their flats. Sometimes they compose verse.
