Deputy: Death penalty may be cancelled by parliament or head of state

There are the necessary prerequisites and terms to impose a moratorium on the death penalty and to cancel it in Belarus. The head of the legislation and court issue committee of the House of Representatives of the National Council Mikalai Samaseika expressed this opinion in an interview with “Interfax”. The parliamentarian thinks that the society is ready to impose a moratorium on the death penalty in Belarus. He disagrees with the idea of conducting a state referendum to cancel the death penalty.

M.Samaseika noted that there was a regulation of the Constitutional Court denoting that the decision to abolish the death penalty could be taken by the leader of the state or the Parliament. It means there is no need to conduct a referendum, claimed the parliamentarian.
