Chairman of the Vitsebsk Regional Executive Committee Aliaksandr Subotsin has signed in Moscow an agreement with the Russian-occupied Crimea. He will cooperate with it. According to @vitebsk_region_officially, an unnamed representative of the "Council of Ministers" signed the document on behalf of the occupied Crimea.

Other details of Subotsin's "working visit" to Moscow are unknown.

Belarus has not officially recognized Crimea as part of Russia. However, in July 2022, Aliaksandr Lukashenka said in an interview with AFP that Belarus de facto recognized it as Russian and cooperated with it. And legal recognition, he said, would not add anything. As we can see, regional leaders are actively establishing contacts. Of course, all their efforts will be in vain as Ukraine is preparing to liberate the peninsula.
